Rotor-Vipers are the Heli-Vipers that aren't mean enough to see front-line combat. They stay behind the lines, but play an important part in the battle. These troops ferry in the Hiss tanks and other Cobra equipment, along with battalions of soldiers, to the battlefield. After the bullets stop flying, Rotor-Vipers swoop in and pick up the survivors, and carry the wounded off to Medi-Vipers to patch them up for the next fight. Without Rotor-Vipers, there would be no battles to rage. They get the jobs that don't have any promise of glory, and like it.

After GI Joe laid waste to the Cobra-controlled town of Springfield, Rotor-Vipers were instrumental in implementing Destro's plan of evacuating the townspeople to Cobra Island. Later, they transported Cobra legions to Millville, which Cobra Commander subjugated upon his return to the Cobra organization. When they aren't participating in large-scale transports, Rotor- Vipers serve by ferrying smaller groups or individuals, such as Knox and her upgraded B.A.T. which was intent on hunting down Scarlett. Whatever their duty, Rotor-Vipers get the unglorified tasks, but remain loyal to the Cobra high command.
