The young man known only as Billy is the only known son of Cobra Commander. For years, he fought against the tyrannical actions of his father.  He was a member of the underground movement in Springfield, and was even recruited by Major Bludd and the Baroness to kill Cobra's leader.  He was captured, but ultimately Storm Shadow freed him when the ninja chose to leave Cobra.  Billy began training as a ninja under the man also known as the Young Master, but his practices were stopped when he lost a leg and an eye while traveling in a
car which Scrap-Iron destroyed.  Cobra Commander found his son in a coma in a hospital, and took him to Fred VII, who created a cybernetic leg for the teenager.  When Billy regained his memories, he left his father again and returned to his ninja arts, this time being taught by the Blind Master and Jinx.  This path led to his assisting the G.I. Joe team in various ways, and a reunion with Storm Shadow, who continued instructing Billy.  During this time, his teacher gave Billy his old togs, which fit the younger man almost perfectly.  Billy continued to assist the G.I. Joe team, but vowing never to betray his father, until Cobra Commander caught his son and brainwashed him into a loyal Cobra subject.  The whereabouts of Billy are currently unknown.
