I originally wanted to do a remake of Rampart, but then found out he was killed off in the Joe Universe. So in keeping with my theme of the 21st Century Joe's team of recruiting the best from around the world, I had to bring in a Russian and didn't really like the previous Oktober Guard releases. I knew I needed a sniper for the team and what was originally going to be a remake of Beach Head became Bear.
