When the idea was brought up at Hasbro to take GI Joe from 12" to 3 3/4" and it got the go ahead, the initial design phase was called Operation: Blastoff!, or so the story goes. Ron Rudat created figure schematics with a sort of futuristic edge to them based on the specialties they wanted to use. These had very different designs than what we actually got. Somewhere at this point Larry Hama was brought on to give the designs some character depth and background.
