Nick Fury is the leader and Government Liaison of The Outsiders, an outlaw group of operatives loosely banded together to handle operations deemed too dangerous or suicidal to send the regular army or even the Joes into. The missions aren't officially endorsed, nor are the situations even acknowledged. The pay is good, but the price of failure is high. The ranks of The Outsiders changes considerably on any given mission - not only based on who's available and 'right' for the job, but also on who's left alive.
