I've slowly been expanding the number of International characters into my Joe collection. Many of the figures will not necessarily be mainstays or have a prolific role, but may just be around for a particular operation. This figure was created as one of those characters.

This figure was originally pieced together around the same time I had been working on my expanded Eco Warriors subset. I ended up shoving this guy aside until long after that project was complete.
It wasn't until after he had been completely finished that I decided on using him as an updated Eletron, which was a Brazilian Flash figure.
