Son of a hereditary Earl, Eagle was educated at Eton Cambridge and Sandhurst, where he won the Sword of Honour. After an exemplary career in the army, he applied to join the Special Air Service. He passed the induction course with some of the highest scores ever recorded, and distinguishing himself as a clever tactician and fierce fighter in his subsequent career.

When Action Force was being formed, Buckingham was the only soldier even considered to head up the anti-terrorist arm of the unit.
