General Vogel is the Red Skull's right hand man. He is always at the Skull's side. Much like the Red Skull, Vogel sighting have been reported since WWI. He had been seen acting as an intermediary between Cobra Commander and Red Skull before the arrival of the Good General Eisenkopf.
