As mentioned on the filecard, Guillotine assumes the roles as the Dark Force Dictator after Cobra Commander is assassinated in a final battle that results in Cobra falling, the G.I. Joe team eliminated off the face of the earth, and the rise of the Dark Force Syndicate.

The objective:
Rule the world with corruption, deception and cause world wide catastrophe throughout the land. Needless to say, Guillotine would be a more ferocious leader than Cobra Commander and Serpentor put together....in my opinion.
