The Phoenix Guard was a team that was implemented to replace GI Joe. It was led by General Phililip Rey who was actually a Serpentor clone but did not know it. It was put in place by Cobra Commander. When Rey realized it he helped take them down and chose to remain with the Joes.

This was one of my favorite DDP story arcs and an awesome team with a cool look. I hope we see more of them some time in the future.
