Elements hidden deep within the US government, having witnessed the capabilities of Cobra cyborg Overkill, decided to create their own. A top-flight Special Forces sergeant was induced to "volunteer", after his entire family was murdered in front of him by Cobra Vipers-really agents of the agency in captured uniforms.

Crushed and wanting revenge, the sergeant was quickly brought in and underwent the procedure. Something went wrong; the procedure failed to completely suppress his humanity, leaving him with compassion and concern for living beings. During his first raid on a Cobra secret weapons facility a technician cowered in a corner and begged for his life, showing Juggernaut photos of his family in the process. Moved by his own memories, Juggernaut let the man live, and the agency deemed his mission a failure. His creators marked him for destruction and in a sadistic twist mean to haunt him before his death, revealed the truth of his family's murder.

BIG mistake.

Juggernaut tore free of the restraints holding him and went on a rampage, killing many of those involved in his conversion. The survivors quickly labeled him an enemy of the state and portrayed him as a Cobra creation, and the Joes were set on him. Suspicion arose when the two collided, as Juggernaut destroyed their vehicles and weapons, but refused to kill them. A secondary mission with Doc Rob, Scarlett and Snake-Eyes, based on information gained from that encounter, resulted in the team finding out the truth and exposing the hidden element and their crimes. When Juggernaut was encountered again, the Joes offered to try and help return him to as normal as possible, while offering him a slot on the team in the meantime. Efforts continue to find the means to restore him as completely as possible to human form, but in the meantime he fights alongside the Joes, his new "family".
