Captain Harmon Rabb Jr. spent two years as Judge Advocate liason in London. His next station was Mesa, Arizona. He and his wife, former Colonel Sarah Mackenzie-Rabb, were both quite perplexed with his new duty station. Upon arrival, all was clear.

Rabb was commisioned to protect Special Forces Team Delta: G.I.Joe.

Rabb had previously encountered Special-Agent Conrad Hauser, a.k.a. Duke, during his tenure with the C.I.A. The two had become friends and kept in touch over the years. He had no doubt that Hauser had pulled strings to get him on board.
