The official movie site of the new Bond series (with Daniel Craig) states he was part of the Special Boat Service (SBS, the Royal Navy Special Forces).

This outfit is made for High Altitude Low Opening parachute jumps. He is a heavily specialized operator capable of discreet infiltration far behind enemy lines.

I came out with this idea because most of intelligence services use military personel for their black and paramilitary ops. So i figured MI6 would do the same and recruit former special forces soldiers and seamen.
