I conceived Mastermind for three reasons. First, I wanted to add a character to the Cobra hierarchy that specialized in planning, strategy and tactics. I always seemed like it was an aspect that was missing from Cobra. Secondly, I wanted an excuse to build a Cobra strategy room diorama. Third, I wanted to create a character using parts from my fodder bin that don't see much re-use. I was pretty satisfied with the result at the time that Mastermind was created. Now that the parts bank has grown, this character would be ripe for a re-do.

A Mathematician and master chess player, Rugova's entire family died in a NATO air strike during the Kosovo war. Blaming the Western Allies for this tragedy, he joined Cobra to seek justice for his family. He is more comfortable with numbers and probabilities. He has little regard for the troops that Cobra sends to execute his brilliant strategies. After all, they are only numbers on a board and dots on a map.
