I made a couple of WORMS customs in 2016 for PHX Customs' Resurgence 3 project. At the time, I had assembled a 3rd one and started painting it to use as an officer. However, other projects became more important to me and I stored the figure in my WIP bin and forgot about it.

During one of my recent WIP bin cleanups, I decided to repaint and repurpose it for this project even if it did not have a vehicle to drive. Instead, Sam came up with the idea of making him a named character and the leader of a Shadow Brigade garrison on the Island of Lost Souls.
