This custom is based on Oddball, Donald Sutherland's character from said movie. It's not meant to be a mirror custom of him, just taking that same character idea and putting it into the Joeverse. Of course, he's still the same sort of negative-vibe hating hippie sort of character and he's still a tank commander. Now he's just a Joe in modern times. ;)
