One of the lesser known Joes I think. Never really got into him as a kid, but did like his cool gun that attached to his belt.

When POC Dusty came out, I just immediately thought of Rampart. In the end though, I only used his cape cause I wanted his face to be visible. I originally just slapped Dusty's alternate head on him.

For the belt, I cut a hole and modified the handle on a Jungle Viper's rifle barrel and just kept playing with it to make it fit.

For the rifle, I didn't have the 2 piece stand so I just used a piece of toothpick and made a peg and used the stand from Jungle Viper's rifle.
