This costume of Rambo is from the cartoon and toy line called Rambo and The Force of Freedom.

In the cartoon when he is not on mission or battling in snow enviromentes, we see him sporting this outfit.

Many years ago Evilface made for me a Rambo III custom but unfortunately it was almost destroyed and the head was the only part that survived but with some damage. So I decided to repair it and try a new custom figure for it: Rambo from the cartoon.
