I just noticed, the 25th Tiger Rat's pilot is Wild Bill. Did some research and found out that the original Tiger Rat pilot was Skystriker. The only new character that came out with G.I. Joe's Tiger Force line back in the 80's. So, the next thing to do is custom my own Skystriker! Based on the original figure's sculpt, I can use either the 25th Wild Weasel or Snow Job as my base figure for my Skystriker custom. Chose Snow Job because the figure is entirely white, easy to apply paint on. :)
