Stalker was born in Detroit, and grew up in the ghetto, he was even a warlord of a street gang before he joined Joe, so he's seen the other side. Now he serves Joe in the capacity of heading one of Joe's pet projects, 'Operation Cleaning up the Streets'. It's an operation to head Cobra off at the pass, as Cobra infests itself in poorer, low income neighborhood, preying on the desperation of the less fortunate.

Stalker was chosen to head this operation as he knows the streets and the people of the streets.

So if your in Detroit, Chicago, Milwaukee, Philly, Cleveland, East St. Louis, just tell em you know Stalker, and if you run into Stalker himself, just slap him some skin.
