With Cobra making incursions into more populated, urban areas more often, G.I. Joe felt the need to form a team to respond to that threat. They recruited an officer who was one of the original members of the L.A. SWAT team, which was the first in the country, to put together and lead a highly mobile and highly armed SWAT team.

He handpicks each member for a specialty. He recruits from SWAT teams all over the country, HRT, Navy, Army, and Marines; anywhere he feels he can get the best.
His team is also able to deploy all over the country as needed when requested by local or federal law enforcement. No one can remember his name. Everyone is just sure he has a codename, but no one knows what it is. His team only calls him two things: "Sir" and "The Old Man".
