The Red Skull has been a terrorist for as long as anyone can remember. He disappeared and was thought KIA during a conflict in Africa in his never ending search for lost relics thought to have super natural powers. He reemerged after the overthrow of Cobra by General Eisenkopf. It's not sure who is currently in charge of Cobra Island, the general or the skull, but either way it is trouble for the rest of the world.
