Cutter served with distinction in the Coast Guard before being accepted onto the Joe Team. As the Captain of the Whale Hovercraft he saw action around the world in a variety of hostile environments. Yet, when THEY began attacking and devouring the living Cutter found himself a fish out of water. Now he sails the Atlantic trying to stay away from THEM and a step ahead of the Pirates.
