The Posse Comitatus Act of 1878, prohibits the military from acting on domestic soil, leaving such acts to law enforcement.

Given this, the G.I. Joe team acting domestically wouldn't be allowed (unless under the guise of "training exercises," I suppose), so I felt the need to portray more of a police presence on the team. This "Police Force" being the domestic arm of the team.

No longer in command of the D.E.F., Bulletproof now leads the Police Force.
