Every one makes a Mercer. Cobra's turncoat has been a fan favorite since his introduction. This is my attempt.

Mercer has had to prove himself since day one with GI Joe and it has never gotten better. Even new recruits shy away from him after learning his history. He gained Slaughter's trust and Duke is his biggest proponent but sometimes the bad stuff just sticks with you. So when Slaughter suggested a reform program for other soldiers just like him at The Slaughterhouse, Mercer was behind it 100%. When Slaughter announced that he and Duke chose Mercer as the compound's lead, he was more surprised than anyone else. Now he has his hands full with former Cobra agents, enemy soldiers, and even just some bad apples who need straightening out. Good thing he has Red Dog and Freight to help keep them in line.
