This figure was part of a custom contest. A fellow customizer on another site created the character, and then people submitted customs based on that character.
I don't usually make customs of characters like this unless I have the parts on hand to make multiple versions of them since I enjoy army building.

I see these guys as demolitions specialists working as Cobra Combat Engineers alongside Techno Vipers. I also see them tasked with experimenting or testing new weapons with the Sonic Fighters.
They are trained to operate a number of Cobra vehicles including the massive Earthquake!
