Echo is the Joe team's Sonar Technician. He's qualified as both a surface and submarine technician. He's qualified to operate and repair the Transportable Tactical Battle Platform's surface sonar, weapons systems and other oceanographic systems.

Echo see the TTBP as a living, breathing thing, and he considers himself its heart that keeps the blood pumping.

This was a super simple, not even good, LBC. It was created to fill a niche which was someone to operate the TTBP. Because of his niche, he's pretty much a background character, and doesn't see a lot of action.
