An ancient civilization called Cobra-La ruled the Earth over 40,000 years ago. They were forced to retreat into the Himalayas as man began to rule the planet. Led by the genocidal Golobulus they wait in the shadows growing in strength and number waiting to once again rule the planet.

I like the idea of Cobra-La in Joe continuity as exactly this. I see them working through Cobra with influencing the creation of Serpentor but with no prior connection to Cobra Commander.
