When Storm Shadow escaped Cobra he retreated his family's home place and swore to rebuild the Arashikage clan. He began recruiting new students and a new mentor to help him bring the pupils up in the way of Arashikage. He has taken the label of the Phoenix Master and with the help of the Dragon Master word has spread worldwide that the Arashikage have risen. GI Joe and Cobra have tried to bring him back into the war but he has sworn a new allegiance to the Arashikage and will not intervene in their battle.
