With the inital disbanding of Action Force after the Red Shadows were no longer seen as a threat and Cobra was more of a North American problem, various criminals sought to fill the gap left by the Red Shadows passing. A genius at bio-mechanics, the man whom the world would know as Dr. X began testing the limits of what a power-mad scientist could get away with. After many failed attempts to garner favor in the international terrorist community, Dr. X decided to create his own Council of Doom comprised of madmen and women who could not be controlled by other organizations. Although stopped on several occasions by Action Man, Dr. X has only begun to make his presence known to the world.
