Cobra Commander's greatest plan to infiltrate the G.I.Joe Team was to disguise himself, a trooper, and a viper as Tiger Force members. Thing is, he didn't quite understand how Tiger Force works. Rather then doing even the most simple of research and making uniforms that blended in to the current Tiger Force gear he simply made masks and wrapped himself in a faux tiger skin rug.
