After being shot by the 1st Cobra Commander and being declared dead on the spot, Dr. Venom had his body put in a cryostasis and have him transported to a secret location.
When Billy arrived at the location Dr. Venom had the body removed from stasis and started on reviving him from the poison Billy was given to fake his death.

Note: in my joeverse Billy is the adopted son of the 1st Cobra Commander.
