Laser weapons have synonymous with GI Joe since the beginning, and so have laser troopers. When putting together the roster of troops to include, I knew a laser trooper was going to be on the short list.
As for the colors; considering this a next evolution of Hasbro's ARAH brand, it makers sense to incorporate some more colorful uniforms into the mix, and he makes for a nice contrast against some of the more subdued designs.

Light Rail's father was a contractor assigned to the Army's experimental transportable rail gun project, which was eventually adopted by the GI Joe team's Battle Force 2000 unit. As a teenager, Light Rail "borrowed" copies of the plans from his father using them to create his own working version of a railgun. Equally impressed and angry, his father shipped him off to the Tero Institute, a top secret government think tank designed to nurture brilliant but dangerous young minds. It was here that Light Rail excelled and developed a number of indirect energy based weapons, many of which had been adopted the GI Joe team over the years.
