The entire body is the VvV Overkill, the really robotic one.

For a right arm, I didn't want the laser, so I bought an extra one and converted a left arm to a right arm with a lot of superglue and cutting.

The viewing lenses are from a Desert Scorpion's backpack.

Cog, short for Cognition, was developed in MIT from stolen Cobra technology. Cobra created the advanced battle-learning internal systems, but MIT was able to adjust some of the highly advanced programming to create the ability to learn and understand emotions. Able to process thought as fast as a human, his only difference from you and I is his metallic frame.

To teach him how to balance emotion and morality with combat, MIT requested the assistance from their military contractors. The US Government then went to GI Joe, and requested a soldier who was not overly emotional but utterly honest. Salvo was selected over Deep Six, due to an injury in a recently failed battle.

Cog, sometimes called Robo-Joe by the older members of G.I. Joe, looks up to Salvo as an older brother. The two spent months touring the countryside and learning until the BAT Revolution erupted. Though imprisoned temporarily by General Hawk due to fear, he was released and proved his own in combating the unstoppable robotic menace. Nevertheless, he will have to deal with prejudice from all sides and the only men and women he can rely upon are the Mega Marines.

He's partly influenced by a psychology video about a robot named Cog that I saw in class, but there's also a bit of the movie Short Circuit. Black Foiling effect influenced by Teknokyo, thanks! ^^
