Well, ol' Billy sure has been through some stuff, hasn't he? Dumped by his mom, tossed aside by his dad so he could become a terrorist dictator, almost brainwashed into killing his dad, getting his eye & leg blown off.

Then dear ol' dad tries to bury him alive under a volcano! Never mind the ninja training. So I imagined that after all that, the CIA saw him as a "loaded gun" that needed direction, hence his filecard.
