After the GI Joe team disbanded in the 90's Grand Slam was re-deployed to the Redstone Arsenal in Alabama where he worked on several projects involving laser designators and indirect firing solution systems. While he enjoyed having more time to work on artillery, Grand Slam found himself longing for the rush he felt when he strapped on the JUMP pack. Through his friendship with Clutch, Grand Slam was able to "procure" an old JUMP pack which had been decommissioned and stored in a military warehouse for several years.

Though the JUMP system had only proven to be marginally successful in combat due to high operating costs and limited range, Grand Slam continued to tinker with it in his spare time. By upgrading the propulsion systems, and changing the fuel from standard Avgas to a solid rocket micro fuel cell he was able to increase the range, speed and time on target by nearly 75%. To increase the combat effectiveness, Grand Slam incorporated an upgraded version of Flash's XMLR-1A Laser rifle. Still some what impractical as a combat weapon, the XM proved to be an excellent laser designator when set on lower power levels. Coupled with the improved JUMP pack, this proved to be an effective battlefield spotter for ground artillery and air strikes.

When he was recalled to the Joe team in 2003, Grand Slam brought his new JUMP II pack with him. Though both Hawk and Duke were doubtful of its effectiveness, Grand Slam was able to convince them to allow a live fire exercise involving captured HISS tanks. By linking the sensor system in the JUMP II to a Wolverine's launch system, Grand Slam was able to bring each missile down directly on target while staying well out of the effective range of the HISS's guns. While impressed, both Hawk and Duke agreed that additional testing was required before sending the JUMP II into combat.

"Though Grand Slam has proven his upgraded JUMP pack to be successful, I've never been comfortable with the though of strapping a rocket to the back of one of my boys and sending him hurtling towards the enemy with nothing more then a high powered flash light to defend himself with."
