This guy came from my distaste for the whole "venomization" concept. I like the idea of Cobra having something like the Joint Chiefs of Staff that the U.S. military has. The difference is that in my "Joeverse" that entity is Cobra's battlefield commanders. They actually lead their troops into combat. And General Maximus leads them from the front. He is the supreme military leader for Cobra and has officers leading the different branches of Cobra's military.
