He was made from:

Target exclusive 21st Cent Toys military head,
Wetsuit body,
21st Cent German trench coat,
Indian Jones German Motorcylist arms,
Major Bludd legs

Added various holsters, radio/pouches to him under the coat and decked him out with twin 45s and dual fighting knives. Mask was sculpted from Aves Fixit Sculpt.
