Every military organization has an investigative branch, Whether it is NCIS, USACIDC, AFOSI or DCIS.

These agencies investigate the actions of their military force to determine if they are illegal. In addition they investigate any crimes on a Military Base.

G.I. Joe is not different than the regular military in that respect, but since G.I. Joe uses members of the Army, Navy, Air Force and Marines there needs to be one agency.

That agency is one man, SMITH. Little is known about SMITH, even if SMITH is his real name. He is quiet and does not speak to the other Joes. Even General Hawk does not have authority over SMITH, He only reports to the President.

I now love NCIS. I got into the show late and really thought it would be cool to have an investigator looking into the actions of the JOES.
