This soldier is wearing the original uniform concept for the Elite Viper. Initially, Cobra Commander wanted these troops to look similar to the regular soldiers and officers with the addition of Night/Heat Vision goggles and a gauntlet mounted computer.

After seeing the prototype the Commander immediately changed his mind deciding that these special troops should, in fact, stand apart from the rest. The goggle and computer technology was then streamlined into a helmet, but some of the earlier helmets were still issued with the unnecessary goggles.
