Following the German invasion of Poland in 1939, young Steven Rogers attempted to join the US Army so he could defend his country if needed. Rejected as unfit for service to his weak constitution, Rogers' multiple attempts to enlist is overheard by Abraham Erskine, lead scientist of OPERATION: REBIRTH. Erskine exposed Rogers to several chemicals and serums in the hops of creating a so called "super-soldier". Rogers proved to be the ideal candidate and upon completing his treatments and train was given the codename Captain America.

Activated for the first time on December 7, 1941, Rogers was airlifted to Spain and crossed into occupied France with a team of other elite operatives, codenamed the Invaders, a team consisting of Union Jack and Spitfire from England, Prince Namor from Crete, the Destroyer and Toro from America, and Roger's "sidekick", James Buchanan or "Bucky". The team instituted a series of lighting raids against the Nazi war machine, causing heavy casualties to the German troops and equipment. His successes caused German high command to create their own team, lead by Colonel Wolfgang von Strucker, the future leader of the terrorist group HYDRA. In the days leading up to D-Day, Captain America and Sgt. Joseph Fury's Howling Commandos paved the way for the invasion and fought straight through to Berlin, clashing with the forces of German's answer to Captain America, the Red Skull. Less than a month before the German surrender, Rogers was sent on a classified mission to the Arctic to investigate a possible German nuclear facility run by Baron Heinrich Zemo. Rogers had a bad feeling about the mission and left his shield with Bucky with the instructions to take the mantle of Captain America should he not return.

Becoming the second Captain America, James Buchanan joined the fledgling CIA and served in the Korean and Vietnam Wars before retiring in 1975. Selected as the first director of the brand new Strategic Homeland Intervention, Enforcement, and Logistics Division. Using every bit of pull he had earned, Buchanan tried to years to find the final fate of Steve Rogers, but was stonewalled at every pass until his retirement in 1990. Following a government survey of the northern most regions of Greenland, Buchanan was contacted by then SHIELD Director Nicholas Fury and was flown to the recently uncovered weapons research facility of Baron Zemo, where Steve Rogers had been discovered, frozen in stasis. Completing a full recovery and retraining program, Rogers retook the mantel and shield of Captain America and joining Fury's Special Operations team, codenamed Avengers.
