Quiz Boy Billy messed up college professor Hamilton J. Fantomas muscle re-generator experiment to gain strength in his deformed arms and legs. When Fantomas awoke he had the full use and strength of his limbs, but they were invisible. He also had some sort of electric death touch.

Fantomas had been using his tenure as a recruiter for the Guild of Calamitous Intent. With his new powers he was able to be a full fledged super villain and even led the Guild.
