The grandson of the most notorious Nazi war criminal, Zemo heard little of his grandfather from his parents who fled Germany in shame before he was born. Educated at Oxford in genetics and biochemistry, Zemo began to seek out information about his grandfather, leading him to an associate of his grandfather who told the young Zemo of the legacy left for him.

The elder Zemo had been the leading Nazi researcher in the field of genetics, hoping to copy the American super soldier Captain America. Working with the Nazi's secret partners, the Chitauri, Baron Heinrich Zemo turned Hitler's personal assassin into a Nazi super soldier, codenamed Red Skull. Before the Fall of Berlin, Zemo disappeared.

The younger Zemo became obsessed with discovering his grandfather's fate and used his vast inheritance to gather every shred of information that might lead him to his grandfather. Using his influence, Zemo has gathered a superhuman team as part of his master plan.
