After General Hawk was paralyzed, General Phillip Rey was brought into to lead the G.I. Joe team. While he was respected by the Joe team members his leadership was cut short by several tragedies which resulted in the restructuring of entire G.I. Joe Team.

When a new elite team was being formed General Rey was called to lead it. He now leads a team of 5 members called the Phoenix Guard and answers only to the President of United States.
