They did use bucks on early 25th sculpts (1:1 of course). Probably why it is reminiscent.

Today the only companies that seem to be using the 2up process are the smaller, independent toy creators.
Four Horsemen sculpted 2ups for their new Power Lords reboot. SK Omega had sculpted 2ups for their line as well (pictured and linked below). The larger toy companies have of course moved on to sculpting 1:1 or just above 1:1, for example (as previously mentioned by nova).... sculpting at 104%.

As far as pre-production collecting goes, a 2up is usually the one thing "everyone" wants at least one of.
It is literally a giant action figure. Some can even move their joints etc. Some are of course glued or painted
into static positions. Some are even functional. For example the Star Brigade Replicator Hawk 2up's chest opens and the little alien can sit inside (see page 14 here: http://www.joedeclassified.com/wp-content/uploads/2013/05/Declassified_Report_06_2013.pdf). Some are not functional, like the Tusk 2up pictured below. (If you're not familiar with Toy Biz figures, the Tusk action figure has a slot in his back that opens up which stores the tiny Underling figure that comes with him. It is one of his powers, to sort of pop these tiny Underlings off of his back. The Tusk 2up, however, does NOT have this slot. With Toy Biz, some of the functionality was tooled overseas AFTER sculpting, not during or before like with G.I. Joe 2ups).

I've included these images of non-G.I. Joe 2ups to sort of celebrate the process as a whole. I'll post more
non-G.I. Joe 2ups later on in the month (waiting for some pics).

Pictured below is the following:
- several Polaroids saved by Bill Merklein of sculpts he did for Toy Biz's Marvel line, including some unproduced characters AND some unused sculpts.
- Tusk 2up paintmaster and Underling 2up paintmaster: with size comparison pics to a 3 3/4 GI JOE and to production Tusk and Underling figures.
- E.Honda 2up paintmaster courtesy of Anonymous as well as a follow-up pic of the Zangief 2up paintmaster, also courtesy of Anonymous, from the previous 2up thread (this time pictured with a 2up hardcopy head and a 1:1 paintmaster).

It surprises me that E-Honda has a 2-up "Skirt"... I didn't expect that.

Agreed. There is absolutely no reason the sculpt would need the 2up soft goods other than for display. Cool it was added. Maybe the sculptor/painter for that particular piece was just a fan of the character and wanted to "complete" him.

I would think, even with 80's technology, they only needed to do one sculpt for the Tomax/Xamot body and flip it with pantograph masheen to produce the twin body.

Here are some sculpt inputs for Vega and Zangief.
If you look at the input for Zangief, you can see that they did initially plan some new parts for him and mostly likely intended to bring him to scale along the lines of Sagat but with a thicker chest/torso.

So is the bottom one supposed to be for Sangieg or Blanka. I want to day Blanka but the legs don't match up.

Yeah, definitely movie Zangief. Is there any evidence of when they decided Street Fighter Movie toys would not be branded as Joes? I know it was close to Toy Fair for Mortal Kombat. But some SF vehicles even have Joe decals on the packages.
