Monster characters you can take creative license but there are enough characters (both real and fictional) in that time frame that could work that I don't think you need to make up any more.

I've looked up Penny Dreadful on Wiki, but I'm still unable to narrow down the universe that is involved in this theme. Might be a language problem, the term that's not so familiar over here or the current moment of the day (late in the evening, had an intensive day... ;) )

1. This is somewere in the Victorian era, right?
2. Does steampunk have anything to do with it?
3. Do fairytales relate to it?
4. Do legends relate to it?

I think the initial intent of this NJC was just League of Extraordinary Gentlemen MovieVerse. Then it was broadened to include Alan Moore's comic run, but since the American TV show Penny Dreadful was right in the same vein/timeframe, the theme was opened up to be even more broad.

If you think of the general definition of Penny Dreadful as a cheap, sensational novel of adventure, crime, or violence, and then add monsters and monster hunters to it -- that existed or were invented in the late Victorian England through early Hollywood American eras, or can figure out a way to wedge your entry in, you'll be fine. Maybe even consider everyone from Abe Lincoln, Vampire Hunter through the classic Universal films.

Basically I don't need to watch the show to catch up a continuity or anything right?

No. You just need to think about proto-Universal monsters, Victorian-era monsters and heroes, and anything else pulp-y and/or dark from approximately 1880-1920.

Doesn't need to be Euro- or American- Centric, either -- the goal is just to hit that time period, which was illustrated in Alan Moore's League, featured in the movie League, and also on the show Penny Dreadful
