I think the initial intent of this NJC was just League of Extraordinary Gentlemen MovieVerse. Then it was broadened to include Alan Moore's comic run, but since the American TV show Penny Dreadful was right in the same vein/timeframe, the theme was opened up to be even more broad.
If you think of the general definition of Penny Dreadful as a cheap, sensational novel of adventure, crime, or violence, and then add monsters and monster hunters to it -- that existed or were invented in the late Victorian England through early Hollywood American eras, or can figure out a way to wedge your entry in, you'll be fine. Maybe even consider everyone from Abe Lincoln, Vampire Hunter through the classic Universal films.
