Easily could be, yes. =)
I just took the lazy route and glued the tools in place, mainly because they're just scraps that don't look like or do anything. (Using hockey tape you can make just about any style working pouch, holster or sheath. And they're paper thin.)

This is one based on Ashley Wood's Slicer Baka. I used a Microman as a base with GI Joe feet and weapons. The grenades are from various sources. The head is from a Wolverine figure. I wanted to try more soft goods too.

Slicer looks bad a$$, nice job on the soft goods, that's alot of grenades !

Have you tried using a skinny Marvel Universe base body, might be cheaper than Microman :-/

It's really not hard at all. I started using fabric glue instead of sewing. That made a world of difference. (Right now I"m working on a soft-goods Punisher for a custom swap.)

This is a custom I did for a figure swap with Kart SculpturesFigures. He wanted Punisher not to be loaded down with weapons.
Head: CORPS!
Body: Muscular Microman
Boots/hands: New-Sculpt GI Joe
I gave him soft good items as well- T-shirt, pants, holster, belts, sheath and a sling for the gun.
