Has there ever been a group project dedicated to making knockoff/bootleg joes? i.e. purposefully making crappy looking figures with similar names such as for shipwreck being castaway or scuttled, something like that?

I think this idea has merit – but how about JOE versions of "famous" knock-offs? For instance, a Joe bodied Sgt. Rock, or a Joe pilot based on the grey REMCO astronaut/jet pilot dude (I call that one :) ).

Think how fun it would be to have Lars Lazer or some of these other dudes as Joes!

There hasn't been an actual project but way back when there was a nomination for Project Funskool which was to repaint figures in silly color schemes like Funskool's Windmill, Tripwire, or Cross Country. It never won.

I think that would be cool especially the Corps figures that are in Walmart now. I vote Bootlegs.
