Ever since anyone who knows him can remember, Wagner Ouschwitz was completely fascinated by the very art of war. As a young child, instead of playing war with his friends, he sat with his nose buried in books on the subject, the more graphic and informative, the better. The more violent the war was, the more he studied it, and he became quite adept at the more violent ways of history.

Wagner belonged to an affluent family in Eastern Europe and upon graduation, he was appealed to by many to join their colleges or businesses. But he only had one goal in mind: to join the CobraCorps military and see battle first hand. In the CobraCorps, he simply flourished. His already sharp mind honed even sharper, and his physical battle savvy far surpassed many of his peers. He really shined in the armor devision as a tank commander. His aggressive style and quick shot made him the resident expert, but he was not happy. Hiding behind the armored shell didn't allow him the freedom of battle, and being in the thick of the combat he so longed for. Thus, he joined the Elite Perennis Shocktroops as a heavy weapons specialist and flourished once again. He was present for the two battles between Cobra and AmericaCorps, and had many successes in each one. He was offered a promotion out of front line combat, but refused.

All this while, in his off time, he was working in the Cobra labs trying to improve on and redesign armor for the tank division. But he was also planning other things as well. And three years after starting, he finally completed his work. The so-called "P.A.N.Z.E.R." Battle Suit. Named for the ancient powerhouse tanks Germany had used in World War II, it was a marvel of design. It allowed for much freedom of movement, but was made of an insanely dense polymer that coul repel many forms of attack. The suit also increased the wearer's speed and strength, as well as sharpened the reflexes. The suit was also built in with "Inertia Dampeners" which negated any kind of force brought upon it by enemy fire by scattering the inertia waves into all directions around the wearer. But unfortunately, the suit proved far too expensive to mass produce. However, in appreciation for Ouschwitz's work on it, Cobra allowed him access to the one prototype suit made. Taking the name "Panzer" he took his place in the Perennis Shocktroops as a heavy weapons specialist.

"The guy is just plain NUTS! He doesn't wear a helmet so he can 'smell the fires of combat' and takes on tanks all by himself! That XG-50 megacannon he carries packs a punch, but you couldn't pay me enough to go one on one with an Americorps Bradley XII fighting vehicle! It's gotta crush the other guy's moral, though, to be taken out by one man..."
