In my Joeverse, Billy was always at his father's side. He spent so much time with his father, that Storm Shadow (Cobra Commander's bodyguard) takes Billy under his wing and trains him to defend himself as a ninja. Billy grew up listening to the ideas that would evolve into Cobra. Cobra Commander grooms his son to one day take over the ideals of Cobra. Billy becomes the driving force and inspiration for his father to carry on even in the darkest of times. The Commander does what he does in the hope that his actions will create a better world for his son.
